This is a jump ring opening tool - a small ring which helps open and close various sizes of jump rings without needing two pairs of pliers.

The ring has four slots cut into it, in slightly different sizes. These are suited for different sizes of jump ring. Some people might be able to wear this as a ring - I'm afraid I can't. Far too small for me - but it might fit you.
